The Royal Borough of Kensington and Chelsea: Contract for the Provision of Domestic Violence Refuge

1 April 2011 to 31 March 2014

The Royal Borough of Kensington and Chelsea is committed to providing safe refuge for single women, and women with children, fleeing or at risk of domestic violence. The overarching aim of providing this service will be to maximise individuals’ ability to live independently, where the main risk to independence is the capability to maintain accommodation.

The Royal Borough is inviting tenders from qualified and experienced organisations able to provide accommodation based support services for 19 units across two sites; both within the Royal Borough of Kensington and Chelsea. The call off requirement is for approximately 197 hours of support per week across these 19 units. The duration of the single contract will be for three years (with an option to extend for up to a maximum of a further two years if required, depending on contract performance).

Potential providers should be aware that there will be TUPE (Transfer of Undertakings (Protection of Employment) Regulations) implications, as this service will effectively be a consolidation of 2 services which are currently ongoing.

There will be no pre-qualification period with regards to this tender, all providers expressing an interest will be invited to tender as part of an open tender process. A full evaluation of all submissions meeting the Council’s minimum requirements will then be carried out, in accordance with the criteria stated in the tender documentation. Tenderers may also be required to carry out a formal presentation of their submitted proposals.

To express an interest in this tender, or if you have any questions on the service or tender process, please contact Charles Stephens, Procurement Lead by email at sp.procurement@rbkc.gov.uk or by post to the Contracts Team, Room B143, The Town Hall, Hornton Street, London W8 7NX.

The closing date for receipt of expressions of interest is Friday 17 September 2010.

The Invitation to Tender Documents will then all be dispatched via email on Monday 20 September 2010.
